Child Abuse: Child Being Severely Emotionally Abused

My question involves child abuse or neglect in the State of: California

My ex-wife has Narcissistic Personality Disorder and it is un-diagnosed. She is abusing our 6 year old son. He attends a special needs school. After the divorce, when he was 1 year old, I didn't understand what was going on. I had no support from the court, she got full custody, and no help from CPS. I gave her what she wanted. I paid her child support and her parents child care, and stayed away from his doctors. For a while, she did not severely abuse our son. From the time he could walk, my son would collapse and cry when I dropped him off from visitation. I demanded she do something, but what she did was alienate with her parents joining in. I then backed off and went back to appeasing her to protect my son. Recently, now that he is 6, I refused to let her take him to Canada. She began to abuse him fiercely. He teacher and IEP person said he had serious issues at school since this event, including hitting and biting. At the last visit, he refused to be dropped off, grabbed a fence in the parking lot and wouldn't let go, and then he bit me. I immediately called CPS and they refused to investigate. They said they don't investigate emotional abuse and that there could be another cause for his behavior. Then I called the teacher and she said there was never any issue, yet they told me the opposite a week before.

I see my son heading for the psych ward or drug addiction. I asked him to tell me what happened at home and he tells me he can't, it is too painful for him. He is only 6. Is there a way to save him?
