I own a very small piece of land next to the highway. There is a forked entrance (Y shaped). I have several neighbors who live behind my property and have right of way through my drive way to get to their respective homes. One of my neighbors wants to pave the entire drive way to attract more people to move into the area. I and other of my neighbors are against this idea. Can the neighbor who wants to do the paving do so without my consent?
