Careless Driving: Off Duty Cop at a Mall

My question involves a traffic ticket from the state of Tennessee-Memphis area.

At the mall, our speed limit is 15 MPH. I was making a right-hand turn after I looked both ways (the drivers to the left coming my direction were three-four parking lanes away, so I assumed it was safe to turn) and turned. Next thing I know a car is on my tail honking at me, with his cell phone up (in his left hand, which is also on the wheel) taking pictures/recording and with the other hand he is flashing a badge-he didn't motion me to pull over but he did the "WTF are you doing, look at me I'm a cop" stuff. He then turned into another parking lot area of the mall and I continued on my way and went home without being pulled over or anything. I have never seen this happen, I don't think I would have pulled over if he waved me down to do so because this man was in his POV, and just because he had a badge doesn't mean he was really a cop (there are so many people faking this stuff, I am scared to pull over for a vehicle that doesn't have lights or if the person isn't in uniform).

Now, my question is, if he was really an off-duty Memphis PD can he issue me a ticket when he must have been going 20-25 in a 15 and I had plenty of room to turn without issue if he had been going the 15 that is posted? I thought these situations are supposed to be called in and an officer who is on-duty can handle said situation. I just like to be prepared just in case I do happen to receive a citation in the mail.
