Traffic Accidents: Parking Lot Collision with Open Car Door

My question involves a collision that occurred in the state of: Nebraska

Today as I was exiting my vehicle at a medical center another car entered the formally empty adjacent parking spot on the driver side and collided with my door. At the time of the collision the door was open to the level I typically use to exit the car. The other vehicle lightly struck the edge of my door and there was minimal paint chipping because that part of my vehicle was metal. The other car was left with three indents (not dents but abrasions) in the plastic bumper area.

I have two questions regarding the incident. First, who, if anyone, is at fault for the collision? Second, what is my best course of action given that, if I am indeed at fault, the damage will likely not exceed my deductible and I would thus prefer not to report to insurance?
