Deprivation of Civil Rights: Public College Restrictions on the Exercise of Free Speech

My question involves civil rights in the State of: California
I go to a college that is government owned and operated. I'Be discovered that the college has certain rules regarding speech:
1) Do not discriminate.
2) There is a Hyde Park location designated for all other forms of speech. Only inside this location am I free to engage in any form of peaceful assembly.
