Adoption of Children: Biological Father Wants to Re-Unite with Adult Daughter That Was Aopted by Step Fathe

My question involves adoption law for the State of Wisconsin & California. I am trying to find out IF I Legally Re-Unite with my Biological Daughter whom I signed away my Parental Rights on in 1992.. My divorce from the Birth Mother was final in 1989. My ex had re-united with her first ex-husband , they were re-married sometime between 1989 & 1990 in California. My daughter at the time was approx. 6 yrs. old. I was served papers that declared their wish to ADOPT my daughter. After contacting a dozen different atty'. in Wisconsin & ALL of them had both advised me..& TOLD me that the best thing for me to do would be to sign away my "Parental Rights". This reasoning was due to 2 things. #1). The adopting parents family had MORE money than "GOD" & they would DESTROY me financially & WIN my "Parental Rights" through "Monetary Attrition"... #2). ALL of the Atty's. told me that the emotional damage that going to court & fighting against surrendering my rights would be BOTH Immediate & far reaching into my daughters future, as well as potentially other Psychological problems would develop over time with her & I had NO HOPE of being able to retain my parental rights due to the amount of MONETARY POWER & the power of: "High people in places that they had relationships with. They would end up Financially destroying me as well as Wiping me up after they destroyed my character". this is a "NO WIN situation ALL the way around for ME & it had the GREAT potential of doing MAJOR harm in numerous ways to my daughter"....Two days later, I signed away my Parental Rights. I didn't give a "Rats back end", WHAT they did to ME, my finances OR my Character...I DID however CARE DEEPLY about my daughter being Harmed...in ANY way, shape or form....Throughout the last 27 years, I have abided by the rules laid out to me regarding NO CONTACT with my daughter in ANY WAY, SHAPE or FORM....PAINFULLY SO! I was told that having NO contact with her went until she was 18 yrs. old...OR...@! yrs. old IF she was attending college & living at home....Well, I did not make ANY attempts to contact her until she was past 25 yrs. old. My finances were NOT in a position where I could hire someone to do that for me, so throughout the last 6 to 8 yrs., I have tried doing that by myself... to NO availing success...AT ALL! I am now 59 yrs. old & physically dis-abled. My "Computer Literacy" suffers beyond anybody reading this, I guarantee it!...On Friday, May 20 th, of 2016, I COMPLETELY & TOTALLY BY ACCIDENT...did SOMETHING with my computer when going thru my E-Mails, I hit my "Facebook" page, puttered around on that for about 15 minutes, &..."BAM!"...There was my daughters entire background staring at me!! This site had EVERY place she had lived for the past 25 yrs., her current address, phone, pictures, information about her Mom & "Dad" & where they live(d). & contact information on ALL of them!...I called out to my wife & showed her what I was looking at. Over the last 4 days, my wife did some "Computer digging" & found out that my Ex & her husband had divorced in 2010 IN WISCONSIN! My daughter & her family live in California......I would LOVE to know, if, 1st). Can I NOW contact her WITHOUT ANY "Legal trouble"...& 2nd). Does my Ex's husband STILL have the Parental Rights I signed away, & IF so, can HE cause me ANY problems if I contact my daughter?...There has NOT been a SINGLE day go by in 28 years that I have NOT thought about my daughter! I have waited a LONG TIME to get to MEET & KNOW her again.....I DELIVERED MY DAUGHTER when she was born!.. Thank-You for your time & patience!
