Minors' Rights: Can a Parent Make a 17-Year-Old Move Back Home

My question involves child abuse or neglect in the State of: California. Ever since my freshman year in highschool and before my mother has always been very mentally and emotionally abusive. She has done a lot of things in the past and now which makes it impossible to live with her. In my 4 year highschool career I have been to 4 highschool's she moves a lot and not for valid or supportive reasons. Its now my senior year and we both realize we can't live together. So she sent me to live with my more than responsible 22 year old sister, she wrote a signed letter stating that my sister would take care of me. Now she wants to take me back just to move out of state with her. It is my senior year and I'm 17 I graduate in June less than 6 months. I'm going to file for emancipation. Is this the best thing to do? Or can I just refuse to go? Please help. Thank you.
