Enforcing Custody Orders: Where Does Custody Go when Both Homes Have Had a History of Abuse

My question involves a child custody case from the State of: Nevada

I'm just wondering if there's allegations of abuse with both the father and the mother who would get custody?

The father started being in his life at 7 hes 15 now. He has been in and out of his life but he has a great career makes a lot of money and has financially provided for his child through child support reliably. The downside to it is he's single he has different people he lives with as gf/bf. One of them turned out to actually be a predator that ended up sexually abusing the child. When found out he did report it and break up with this person cut all contact with this person but he's usually a very busy working man to deal with a now troubled teen.

For background the mother has always had custody. But in that time she's been with men that were verbally abusive to her son. She lived off welfare at one point. she's married to an abusive husband that verbally abuses the child in question daily to the point that the child's life could be in danger. She put up with it for 2 months. She's been with men like this in the past previous to her estranged husband she was in a relationship with a guy that would intimidate and verbally abuse her son on a constant basis for 2 years. This individual is currently serving prison term sentence of plus 20 years. She currently is living in a 2 bedroom apartment with 3 kids of different genders and lives off food stamps and the kid goes to a less than average school.

I'm wondering if both parents have had abuse in the home would anyone ever be granted custody and if not then where would they likely go?
