Criminal Investigations: What Can You Do if an Officer Leaves Details Out of the Police Report

My question involves police conduct in the State of: California

I understand a lot of discretion is given to officers when called to take a report. If a person gives a report verbally to an officer, and then finds that the officer chose to omit information given to him verbally by the victim in his report, does he have the authority to do that?

I understand an officer may decide that it isn't likely a crime occurred in some cases, but even so, is it normal to leave out specific details for that reason?
