My question involves a traffic ticket from the state of: California
I was recently cited for VC 22102 while making a safe U-turn. Upon reading the law, I'd like to get some opinion about whether the area that I made the U-turn is considered "business district".

I was traveling west bound on E Las Tunas Dr late at night. Traffic was very light and no car in the opposite lane when I made a U-turn in between California St and Country Club Dr. from the center left turn lane.
On the south side of the street, there are a lot of vacant land fenced with no right of way. Pursuant to CVC 240 (d) "A highway or portion of a highway shall not be deemed to be within a district regardless of the number of buildings upon the contiguous property if there is no right of access to the highway by vehicles from the contiguous property." Within, 300ft of where I made the turn, I believe there are less than 50% of property considered to be within business district.
On the north side of the street, it is the back of a golf course with two driveways. One of the driveway clearly marked Exit Only, and the other driveway, if viewed from Google street view, it is clearly connected to the property shipping and receiving area (i.e. back of the property). And pursuant to CVC 240 (a) "No building shall be regarded unless its entrance faces the highway and the front of the building is within 75 feet of the roadway." And from the Google areal view, the "front of the building" is way over 75 feet away from the roadway.
Based on the two points above, I believe that section of the road is not considered within "business district". Can anyone please help commenting on this? Any advice is appreciated
