Establishing Paternity: Getting Deceased Father on Birth Certificate - Steps Needed

My question involves paternity law for the State of: California (I think!):

I am interested in getting my recently turned 18 year old daughter who now resides in CA, and whom was born in Washington DC, and whose (now) deceased father (whom lived/died in Virginia) dad's name on her birth certificate. We have two notarized DNA test results (one with a sister, and one with the dad's tissue) that is conclusive to his paternity. As her paternal grandmother left her money (named her specifically in the will) and because one of the (dad's) brothers who is the executor, and now self appointed trustee is causing problems for her, we wanted to get this done to make it easier for her. Additionally her dad died intestate, and though everyone knew she was his daughter, gave everything to his only son, who is his next of kin.

I have been told by the office of Vital Records in DC to handle it through a court in California, and California say to do it from a court in Virginia or DC. I hope to be able to not have to hire a lawyer to do this, and be able to just find out the steps and forms I need to do it..and from which state! Help!
