Civil Rights Issues: How is One Informed to Appear in a Civil Case

My question involves civil rights in the State of: Tennessee I was wondering if someone want to get my civil rights and take me to court how would I get notice of such thing. I live in the country and do not get the mail most times especially latly because am temporarily in a wheel chair.
Is a notice to appear sent to you or is it brought to you by an officer how do I get notice if I need to appear to fight it.
