Suspension and Revocation: Pennsylvania Crn Evaluation - Never Happened

My question involves a driver's license issued by the State of: Pennsylvania

Hello! I hope everyone is well and enjoying a nice weekend. I am seeking some guidance here if possible regarding a restoration issue in Pennsylvania.

Issue(s): 3 DUI's accumulated in Pennsylvania in the period of (1) year 2007 (was a very bad year). Was subjected to Manadatory Minimum Sentencing Guidelines. During this time, there were apparently CRN evaluations to take place, by law, for each of these DUI's prior to sentencing. These CRN Evaluations assist the ADA and/or Judge in determining stipulations attached to the sentencing. As far as I understand, these CRN evaluations were to take place prior to any plea agreement, sentencing, etc. All sentencing and probationary periods were successfully completed. Not once did anyone advise me of this requirement or have it hold me up for any reason outside of the drivers license suspension.

I never did take any CRN Evaluation and the requirement(s) are listed on my PA Restoration Requirements Letter. I contacted the DUI Administration of the county and they said even though the DUI's are about 9 years old I would still need to do a CRN Evaluation. I find this to be subjective and practically irrelevant at this point being that no matter what my responses are I am under no supervision what so ever. I now reside in Florida and I am being told I would need to come to the county DUI Administration office to complete this CRN. Seems a little bizarre to me. Just wondering if anyone knows of any case law or other outlet to avoid this CRN?

*I am seeking restoration in PA so I can apply for a Florida Driver's License.
