Speeding Tickets: When Can You Use a Speed Trap Argument for a Speeding Ticket, VC 22350

My question involves a traffic ticket from the state of: CA

I was pulled over by a motorcycle police last November for going 61 in 45 zone on Central Ave at Canyon Creek Rd going downhill in Riverside. I've obtained the following Traffic & Engineering SURVEY:

PAGE 1 / PAGE 2

1. Can the speed trap argument be applied to my case?
2. On page 2, under Accident Record Review it says "Does not warrant speed limit less than critical speed". Does that mean the speed limit is not valid?
3. I remembered the officer saying he got me with radar but the "Laser" field on the ticket was left blank? Can I use this as my defense or should I request an informal discovery to confirm?
