Adoption of Children: Adopting Step-Daughter in North Carolina

My question involves adoption law for the State of North Carolina:
I am trying to adopt my step daughter and was just informed that we have to have the biological father's rights terminated. However his name does not appear on the birth certificate and to my understanding that means that the bio father does not have any parental rights. So what do I need to do in order to adopt my daughter?
My wife conceived our daughter through rape and does not even know who the father is. This should make it very easy to terminate whatever right the bio dad does have. However it will still be very costly just to involve a lawyer to get his rights terminated. Not to mention the emotional trauma my wife will have to go through if this is dragged out through court. Is there any way to adopt my daughter without dragging this whole thing through court?
