Repossession: Car Sold Privately, No Payments, Can We Get It Back

My question involves an auto loan or repossession in the State of: Florida and Connecticut

I'm posting this for a good friend of mine. Here it goes.......First off she's really dumb for doing this, she bought a car a guy she was dating. She paid cash for it at the dealership in CT back in May for about $8000. The title, the registration, and insurance is all in HER name. There was no written contract or anything signed. Not even a bill of sale to this guy. There was a verbal agreement on X amount of dollars each month( im unsure of the exact amount). Since then, she has gotten NO money or payments for the car. Along with very little contact from this guy. When she does get a hold of him, its the usual, I'll get you the money soon deal. He has since moved to Florida. AS of now the title, registration, and insurance is still in her name, and she just got a tax bill in for the car. So her plates are still on it. The guy HAS the title, but she has since got a duplicate title, which cancels out the original title. She does NOT want to be liable if he crashes it, also wants the car back ASAP. She does have an extra key for the car. Any suggestions??!! Thank you!!
