My question involves a child custody case from the State of: Oklahoma and Texas

I have a 17 year old daughter, who ran away with her boyfriend to Texas when she was 16, he was 20. During that time she became pregnant. While she was pregnant we got her to come home, and we took care of her, until her boyfriend came and got her and took her to Texas. Had the baby when she was 17. November 4, 2015 was the day she had the baby.

Someone in Texas called the welfare on them, and a worker came out and took the baby. The house was unclean, not enough food and supplies for the baby, cats running everywhere... you get the picture. To add to this they found pot in the house, so they made them both take drug tests which came out positive of course. So, now the baby while in the custody of the CPS, was placed with a "friend" of theirs. Not even a relative. They won't tell me who this "friend" is. So, I called the welfare worker and she scheduled a conference call between me, my daughter, her boyfriend, herself and another CPS worker.

I had this call today and was told, my daughter cannot have the baby back. My daughter and her boyfriend have now broke up, and were at the welfare office on this conference call when it happened, lots of yelling. The boyfriends parents, who are unable or unwilling to take care of this baby, took their son and left my daughter stranded there, and the CPS worker had to take her home, and just left her there. Gave her a litany of lists of things she needed to do to get her baby back. Which is as it should be.

I told this worker I wanted to seek custody of my grandson. She said I do not have any standing and that they would NOT cooperate with Oklahoma (where i live) in any effort to take this baby out of her jurisdiction. She also made mention that I could actually be responsible for child support of this baby since my daughter is still a minor... well if I don't have any rights, how can I be responsible?

What are my options here, if I have any at all? I cannot move to Texas, I have a great well paying job, that is needed to support this child if I can get custody. There is no way the boyfriends parents would ever get custody. They live in a house with 26 cats, and have one whole bedroom dedicated as a cat box, I kid you not. So if there are no other blood interested parties, isn't the first priority to keep the child with relatives like a grandparent? This baby is less than 2 months old, we don't want this to go on for a long period of time, where this "friend" wants to adopt my grandchild.

If my daughter stays there, she has no way to support herself, just living from friend to friend, to try and get on her feet. If she leaves and comes here, is she abandoning her baby? Giving up her rights? I was always under the impression that CPS workers should do what is in the best interest of the child, not how much power they can give themselves, in acting like God. Don't states have interstate agreements in cases like this?

Is there anything we can do at all? Could I claim custodial rights of my daughter, and her baby since the baby is a product of my daughter? I know I am grasping at straws... any help to point me in the right direction would be appreciated.
