Use and Enforcement: Edison and Underground Electrical Wiring on a Private Property

My question involves an easement in the state of: California.

I am currently remodeling my home in the city of Torrance.

I just received papers from Edison requesting that I sign an easement for an underground electrical distribution box (to be shared amongst me and my three neighbors) on the grounds that the remodeling of my property costs over $25,000. This easement would allow free access for Edison to come by, unannounced, to my property to maintain the electrical area. I am very uncomfortable with this option.
I was told that if I did not wish to sign the easement, Edison would be fine with installing the electricity overhead. I would prefer this option. However, I was just (verbally) notified from the city, that because the remodeling of my property exceeds $25,000, I would need to install underground electrical wiring.

I am currently at a Catch 22 and would appreciate any advice/suggestions you may have.

Do I have any other options? And if so, how should I go about solving this issue?
