Parking and Access: Towed from Registered Parking Spot. Never Supplied a Replacement Sticker

My question involves landlord-tenant law in the State of: California

Recently, we got a new owner which means new rules and regulations. They've been extremely disorganized from the start in failing to repair requests within a timely manner and the list goes on. There has been new parking rules that now we must have stickers on our vehicles whhile parked in our registered parking spaces. Which is not an issue. However, my husband lost our sticker and requested one 2 weeks ago. They said they currently did not have any on hand and would get back to us... theyt never got back to us. Last night we parked in our registered spot around 11:30pm for the evening and walked out to the car at 7:30am to see our car had been towed due to not having a sticker present. We paid the same day to take out our vehicle $230.Their offices have already been sloppy in business and did not warn my husband not to park in our registered parking spot while waiting for a new sticker. After speaking to our property owner about the issue he has not budged and thinks he is not at fault. We believe this is their issue. If they expect us to adhere to the new rules and regualtions they should be prompt with their services and follow up to ensure they've provided the materials necessary to ablidge.
