Articles and Bylaws: Who Pays for Temporary Relocation of Downstairs Tenant

My question involves a condominium located in the State of: CA

I am an owner of a 2nd floor unit condo in CA. Last week my supply line to the toilet tank broke off (plastic lug cracked) and was spraying water for about 2-3 hours. The water then leaked to the downstairs units (one directly below and one diagonal). I purchased this condo 8 months ago and the condo was newly remodeled upon purchase. An inspection was done prior to purchase and nothing was mentioned regarding a cracked supply line nor if the supply line is recommended for changing. I was at work when the supply line broke off and came home to a flooded floor. Our master insurance policy covers the damage (interior walls and fixtures) caused by the supply line in my unit. Now the owner said the tenant had to move out during the repair period and told me that her insurance policy doesn't cover tenant relocation and ask me to pay for the hotel expenses incurred by the tenant during this period.

At the time of this incident I do not have my own home owners insurance (lesson learned). My question is since I was not being negligent and caused the supply line to crack am I liable for the tenant temporary relocation costs? Should that be dealt between the tenant and the owner? Wouldn't the tenant's renter's insurance (assuming she have one) cover the relocation costs? Thanks for any replies.
