Police Conduct: Who Do I Try and Contact Regarding Police Domestic Violence Cover Up

My question involves police conduct in the State of: North Carolina

First off, I am beyond concerned posting this on the internet. However, I am in very serious need of help.

My son's mother and I had a child at a very young age. When he was 2 she married a police officer and I was eventually pushed out of the picture when he was 4. A couple of years after that I was made aware that they were getting a divorce due to his drinking and tendency for violence.

It was discovered that he was having an affair, and through the therapist my son was frequenting due to his ASD diagnosis it was discovered that he had physically abused my son.

The social worker made the call and the whole thing was "looked" into, but after an initial sit down with my son's mother no follow up investigation ever took place.
During this investigation it was made apparent that the man questioning my son's mother was a friend of the man being investigated.

I was told that after an investigation the case was let go, however I learned recently that she never pursued the issue because she was scared of the consequences. She feels like the area where he works is corrupt and that trying to have him charged for domestic violence for abusing our son will just cause her more problems.

The investigation took place almost a year ago. Legally, this man is still my son's father and I have no legal authority any longer; however, I would very much like to pursue some level of justice in the matter.

One of the first times I saw my son after the 2 years of being absent, I was walking with him down the street and where we saw 3 police officers in uniforms. He hid behind me and fell silent. Earlier today I was helping him with homework and his younger half-sister was getting ready to go to her fathers. I asked her if she was excited to see her dad and my son responded for her saying that she gets scared sometimes.

Any help would be appreciated. This situation seems very surreal to me, and I am actually concerned for myself as well. I smoked marijuana when I was younger and I honestly feel as if I run the risk of getting pulled over by a police officer and have them "find" a bag of marijuana in my possession. Due to a simple possession charge on my record I feel like this could actually be a set-up that could be pulled off and I would not be able to repute it.

I would also like to mention that he has moved from different police forces "voluntarily" due to excessive violence. He has reputation for his temper in his home county.
