Repossession: Charge Off, Filed Chapter 7, Car Missing, Got $2k in Reg Fees Due

My question involves a consumer law issue in the State of: California.

Story: To make a very long story short, I had a car, which went missing, the police didn't want to file a police report, the loan company sued me and got the charge off, they tried looking for the car, found out who had it, couldn't get it back, it's been over 4 years now, I just checked my mail right before christmas, and I had a letter from "Vehicle Registration Collections" stating my reg fee was $985.00 and $1,070.00 in penalties, total amount due: $2,055.00. What a Christmas present right? I refuse to pay a ridiculous amount for a car I don't even have, in fact I filed for Chapter 7 bankruptcy because of the charge off I had.

I need all the help I can get, I am not in the best financial situation, I rather pay one of you than the damn DMV for trying to steal my money (I called them and they were no help).
