Legal Guardianship for Step-Parent- Bio-Father Deceased

My question involves guardianship law for the state of FLORIDA: My ex-husband, my son's biological father, recently passed away. What steps do I need to take to give my husband, his step-father legal guardianship. We want him to be able to make legal/medical/school related decisions, but do not want to do an adoption. I have looked online & on my county website for forms & it is very confusing. We also went to the courthouse & they were no help either. I can't believe I would need a lawyer to accomplish this. There is no parent to protest the guardianship, I am his sole guardian now.
