Appeals: 16 Year Old Traffic Violations

My question involves a traffic ticket from the state of: Washington

My daughter has received two tickets in the State of Washington. The first was a moving violation - the second was too fast for conditions. Both of these occurred in a relatively short period of time. The first violation was a clear speeding issue that we wanted to defer. The second ticket she recieved due to an accident. A woman pulled out in front of her during a rainy day in heavy traffic however she rear ended the other drivers vehicle. So she was cited for too fast for conditions. My question is should we just pay the first ticket then request a mitigation hearing and ask for a deferral on the second ticket? Thank you
