Received Assessment from City - How to Challenge It

We owned a home that we sold 6 months ago. Roughly 6 months prior, we received a notice from the city about a 'nuisance' condition and in the description it stated something like 'hanging tree branch' - a very short description. There was a due date 2 weeks from then. I called the city, and the maximum information I could get was that over-grown trees can be hazard to electric lines, so if there are any trim them down. I frankly was confused at what to do, I could find one small dead branch that could be taken off (and it seemed to be somewhat closer to a power line, though it was not really that close either, but anyways) I did so promptly, and we were laughing at time we did it, and I took photos of it just to be sure.

Today, I received a notice from the city:
1. I may challenge the assessment with written objection and appear before hearing officer at the city hall.
2. Prepay entire assessment now without any interest.
3. Or charge will be assessed to my property taxes with 8% interest accrual from hearing date should I challenge and the request be denied.

The charges are scary: a) Nuisance Admin Fee: 120, b) Nuisance Tree job Fee: $875
My biggest angst right now is, that I changed my cell phones since, and I no longer have that photo, it has been about a year.
The notice further says, if property is rental, your rental license may be revoked.

We have since moved 200 miles away in a different part of the same state, and no longer have any interest/assets or property taxes or rental licenses or anything in that city. I am thinking to write a letter stating that 'we took care of a one dead branch we could find, and there was very little information available from the city on what the problem was, and we never heard from city since then, and now that it has been a year when I no longer have any photos to bolster my statement, and that it has been 6 months since we already sold the home and move away with no remaining assets/interests in the city, so this should be dismissed' But I dont think such a statement alone is sufficient? What else can we do?
