Liens and Encumbrances: How Do I Dispute a Doj Lien from Previous Owner

My question involves real estate located in the State of: Michigan

I bought a house for $18,000 from a former contracted whom I trusted. I purchased it through a quit claim deed. I paid a title company to run a title search, which came back clean. 1 year later, I decided to sell the house. However, when the new buyer's title company did their search, they found a $40,000 lien on the house from the Department of Justice.

Apparently, when I purchased the house, my title company did not do a complete search. Unbeknownst to me, it appears that I may have bought a house for $18,000, that has an additional $40,000 attached to it. This is a criminal judgement from the previous owner. I have contacted him but he has given me the runaround. I now believe that he sold it to me knowing full well about the lien but did not disclose it.

I have a buyer for this house if I can get this matter cleared up. What are my options?
