Federal Taxes: W-9's and 1099

A non for profit that provides rental subsidies to low income individuals with HIV is required by their funder to collect W-9's from all landlords that receive such subsidy payments. The dilemma is that being that the agency name which would appear on the 1099 would disclose that individuals HIV status. The agency is claiming that their auditors advised them that they must use their legal name (as they do have a DBA with a generic name, but it's not a legal agency name). So the agency is breaking the law in 2 ways - if they do not do obtain the W-9 from the landlords they are not requiring the landlord to report income to the IRS, but if they obtain the W-9 it will then prompt a 1099 which would then disclose the individuals HIV status which breaks HIV Confidentiality Law 27F. What is your advice?
