Speeding Tickets: 22350 - Basic Speed Law on Interstate

My question involves a traffic ticket from the state of: California

I was cited for 22350 Basic Speed Law.

Speed Approx >65
P.F./Max Speed 55
Vehicle Limit 70
Safe 55

Long story short, I'm riding my motorcycle, changing lanes between the 3rd and 4th lane (safely, I believe.. blinker, looking, change), no lane splitting. While in the 4th lane, I notice a cop pull up on me. I check my speedometer and see that I'm hovering between 68-70. I pull to the far left side of the 4th lane and wave him through. He doesn't go. I shrug and continue on with my ride. He pulls up right next to me and does some hand gestures. I indicate to him that I can't hear him and indicate if he wants me to pull over. He does. Pulls me over and tells me that I can't change lanes like that. I ask like what and he makes a snake like gesture. I tell him I don't believe I was and he says ok, license and registration. Cites me for 22350.

My question is, how does he determine that the P.F. is 55mph? If the only basis is the traffic around me, then who's to say that the safe speed wasn't 56 or 70? If there is a place to safely change lanes, am I not allowed to do so because the traffic around me is going slower than I am?
