Moving Out: Co-Tenant Does Not Want to Leave when the Lease is Up

My question involves landlord-tenant law in the State of: DC

My boyfriend and I signed a lease together last September and broke up in June. At the time, I told him I would be moving out when the lease was up and he said that he would be doing the same. Last week, I gave him the 30 days notice that I was going to submit to the property management company for his signature and to try and motivate him to begin the process of moving. Since then, he has not signed it, and he has made no indication that he is actually going to leave. The apartment is income qualified, so he will be ineligible to take over the apartment when I go. The lease stipulates that at the end of the 12 months, if converts to a month-to-month lease and we have to give 30 days notice before leaving. If we occupy the apartment after giving notice, they can charge us double rent, prorated to however long it takes to leave (the lease also says that after we leave, they have the right to remove any property, but I am assuming that comes into play after the keys are returned or the unit is considered abandoned).

I'm just trying to figure out what my options are... Can I submit the 30 days notice without his signature and turn in my keys on time and be off the hook? Should I ask to get the lease cancelled, or to have my name taken off of it? Can I ask him to sign something when I go saying that I have moved and he is taking all responsibility for additional rent after that day? I can't find any joint and severability liability language in the lease, so I have no idea what I would be responsible for if he stays after I go.
