Applying for Unemployment: No Unemployment Insurance, Paid State Taxes in Nd, Worked in California

My question involves labor and employment law for the state of: CA and ND
I worked as a third party employee of a very large gas utility in CA. I worked in CA for almost two years all the while paying state taxes in ND, my home state. I paid no CA taxes at all. ND taxes were withheld from my paycheck from the third party company while I worked at the gas utility. I was laid off February 2016. I immediately filed for Unemployment Insurance in ND and was declined. They said I was not working in ND, I was working in CA. My company was paying ND the taxes.
1. Will I owe CA state taxes on my income for two years if I file for Unemployment Insurance there.
2. Will CA pay me Unemployment Insurance when ND was receiving the money.
