Use and Enforcement: Dominant Party Forced to Remove Fence Around Easement

My question involves real estate located in the State of: WA

When we purchased our home, the property and access & utilities easement were fully fenced in(with a gate for us to access our property). The servient property was empty and for sale when we bought our home. Later on when the property that owns our easement sold to new owners, the new owners demanded we remove the gate because it was on the easement and they didn't want to be fined for emergency vehicles not having access to our property. To avoid drama we took the gate down but left the fencing up. A be later the neighbor complained about us needing to remget be the fence because it was not in the boundary line(but was on the easement lines if that makes sense). We took some fence down from an area that didn't mater now that we had no gate. Later on he proceeded to remove more fence.

I would like to know if it is legal for him to demand that we remove the gate and fence that was enclosing the easement along with our property? Since the mentioned portions have been taken down he has failed to maintain the easement, but has parked junk vehicles on the easement.
