Speeding Tickets: Can You Be Convicted of CVC 22350 if the Ticket Doesn't Describe the Road Conditions

My question involves a traffic ticket from the state of: California

I had a Trial de Novo for a Traffic Citation (CVC 22350), and in Trial, the citing officer never mentioned what the conditions of the area of the alleged violation were at the time of allegation or any existence of persons or property at that time and location - even though these are all required considerations for deciding whether CVC 22350 was violated.

Lacking that information, there is not substantial evidence on which the Court could base a decision.

I am to argue this point in my Appeal Hearing (as I did in my Opening Brief), but I don't know where to find law, decisions, etc that support this notion.
Can anyone please advise or suggest what I can cite during the hearing to support this notion, that if the required conditions of CVC22350 are not even mentioned in trial, that it is not possible for the Court to make a decision on the case?
