My question involves a consumer law issue in the State of: CT

Found out last week that effective the beginning of next month, my apt complex is (for whatever reason) going with another laundry company. We are talking the washers and driers in the basements of the buildings, for residents to do their own wash.
The machines are used by inserting "smart cards", which residents can, at any time, add money to. Purchases are made directly from the laundry co., and not the building mgmt.
I have spoken to the laundry company about money that I know I will have left over on the card, and they told me that I will have to eat it, as they can to help me. A refund for the unused portion is out of the question.
Now, I am not accusing anyone of any wrongdoing, but shouldn't they refund the unused money I added to the card prior to the notification? I am thinking of suing in small claims - we are talking what will wind up being about $40, but it isn't do much the $ amount as it is the point. The premise is that I have paid for a service, and if that service is not going to be / can not be provided to me, I am entitled to a refund.
Do I have a case?
