Towing Company in Colorado

My question involves a consumer law issue in the State of: Colorado

Hello all, so I have a quick question. I live in an apartment complex, a while back (over a month ago) I got a notice from a tow company that they were going to tow my car because it had a flat tire and that I had 48 hours. Well I put air back in the tire and it was good again. The tow company has since been around the property towing and tagging other vehicles.
a recent morning I realize my vehicle had been towed the previous night, I call to find out why and they say it had a flat tire. It might have had a flat tire again but it was impossible that it was the same tire and it must have just gone flat within the recent days if not that night. My question is: can they tow the vehicle without leaving a notice in this situation? Are they not required to leave a separate notice or does the first notice act as a blanket notice advising of a tow if at any time in the future the vehicle has a flat tire?

I would appreciate some insight here, thanks.
