Service Providers: Trash Collector Refusing to Pick Up Trash

My question involves a consumer law issue in the State of: PA

Long story short - we pay a private trash collector quarterly to pick up trash. Have used this provider for over 10 years. Trash collection bills are current and in good standing.

2 months ago, we rented a 30 cu.yd. dumpster. The contract for the dumpster required a flat fee up front, and a surcharge for every ton over the included weight limit, as well as a $5/day fee for keeping the dumpster over 10 days. Had the dumpster for a month. Got the follow-up bill last week after they picked it up. There were additional charges for the days over 10 we had it. No problem. At the bottom of the bill, a $175 fee for "dumpster had to be dug out at landfill". Having no idea what that meant, I called the company. They said that items in the dumpster "froze together" and therefore the dumpster could not simply be dumped and had to have items "dug" out of it. That's not my problem. Contract says nothing about this. No provision for these types of additional fees.

So I tell the company I'm not paying it. Never told that fee could potentially exist and no one from the company told me that it was likely to happen. Company now says that's fine if I don't pay but they won't pick up my trash anymore. I point out that I'm paid up in full for trash collection (paid 12/28/16) and in good standing until 3/30/17. They disagree and said they won't pick up any trash until the $175 "dig out fee" is paid. What complicates this even further is that they are the only reasonably priced service provider for our area.
