Modification of Support: Can a Non-Custodial Parent on Public Assistance be Required to Pay Child Support

My question involves a child custody case from the State of: Texas and the non-custodial parent lives in California with their other daughter who is 17yrs old. If their receiving aid from the state, such as food stamps and tanf, are they still required to pay the court ordered amount of child support?
