Interstate Issues: My Partner Not the Father on Birth Certificate However Csa Have Taken Money from Him

my partners ex cheated on him and the man she ended up with was put on the birth certificate from the baby she never let my partner do dna and was never progressed

now 5 years later shes stated my partner is the dad and contacted csa which are now taking payments for this child

surely this cannot be right when his name isn't on the birth certificate and we are now down £300 a month!

please help
