My van was impounded for being on street over 72 hours. I had been in process of transferring title and registering it. I didn't have enough money to register but it's under my name. It was impounded 2 days later. I recieved a letter from tow yard and police as registered owner. When I called tow yard about my personal property I was told I would have to pay registration fees(500) before they release my property. How can I get my property back?
