Special Needs and Accommodation: Special Needs Student Liability for Damages to Personal Property

Hello, my question involves education law in the State of Texas. My wife works as a Special Needs Aide in a Texas High School special needs classroom. A 18 year old student with special needs a couple of days ago caused over $200 dollars of damages to her personal computer. The computer was according to my wife secured in a cabinet in the classroom. The student apparently went into the cabinet and throw the computer on the ground causing the $200 dollars in damages. The teacher in the classroom had previously allowed my wife to bring her computer into the classroom so she could work on her college homework during free time.

The question we have is can the student and/or parents be held liable for the damages caused to the computer? The parents refused to pay citing that their child has special needs but of course could not cite any specific law protecting them from liability. We are considering small claims court so want to see if any precedent or law that would support our argument. We do not want to appear to be unsympathetic to the student but still feel that a student needs to be accountable for their actions.
