Speeding Tickets: Out of State Ticket and Insurance

My question involves a traffic ticket from the state of: Florida

My father received a speeding ticket of 41 in a 25 mph school zone in Florida (Bradford County speed trap if that matters). He is licensed and his car is registered in North Carolina. According to the NC DMV, license points will not transfer from Florida. BUT according to his insurer (also my insurer), his premium can and will go up for a speeding ticket in Florida even without license points.

We are trying to determine the best way to handle it so his premiums don't skyrocket. The fine is $391, which would stink, but it is the increased cost of the insurance that irritates him. He has a pretty clean record with no speeding tickets/accidents/etc within the last five to ten years, but my mom had one small at fault accident within the last year. He doesn't deny he was speeding, even though he was going with the flow of traffic. I'm assuming an attorney is in his future, but was wondering if it is something he can handle getting reduced/etc to help with the increase of insurance?
