Domestic Violence: Can a Third Party Contact Police About a Restraining Order Being Violated

My question involves criminal law for the state of: New York

My brother has this girl who he has gotten arrested for menacing w a weapon charges recently and she has a temporary restraining order on her. I was out with him last week and she was there and confronted him, i interjected and told them both to walk away, since then i have seen her number pop up on his phone and i have reason to believe she has showed up at his apt and they have been emailing and in contact, and she is playing on his guilt to walk away from doing anything to her or following through with anything even after the fact shes been making him (and hes been allowing it) live this terrible toxic and violent life. I cant get him to contact the police to tell them she is violating, but can i, partially because i was there and saw it happen at one point, and partially because he has admitted to me they have been in contact? what evidence do i need, emails? he might be fooled by this act, but i just feel like hes an unfortunate victim in almost a "battered woman" syndrome, where she convinces him he led her to be violent, and thats not the case, she has violated it, and i know that... i just want to know what steps i might be able to do, other then support him during this.
