Boards and Associations Can You Hold a Condo Association to an Oral Waiver of a Rule

My question involves a condominium located in the State of: North Carolina. I purchased a single family home in a HOA deveoplment in 11/24/15 and was not given bylaw at closing. Al I knew was they took care of roads, mailboxes, ponds and front yard. I installed a pet door in the bottom panel of garage door and later that day was approach by a board memeber saying that the door was not permitted. I told I did not have bylaws and she shaid her would speak to the board about this matter. Two days later she came by my house and said she had spoken to the board and they were going to allow it given the curcirumstance. Now, 8 month later i question the HOA about procedure for the fence removal and I get a letter saying I have 15 day to remove the pet door in my garage. Is this legal? Aren't vergal agreements binding?
