My question involves a car being towed in the state of: California

My HOA recently had our complex paved. They blocked off the entry way so no one could drive on the fresh asphalt. Because we couldn't park in our complex that night and there was no other place to park nearby, everyone parked across the street in the Popeye's strip mall parking lot where it is posted as no parking over night. About 40 of us got towed. Is there a construction law that says when a place is under construction you can legally park in a strip mall parking lot or is that just nonsense? Do I have any recourse from the HOA or the Paving Company?
