Can Custodial Parent Deny Visiation Even Though Ncp Pays Child Support

My question involves a child custody case from the State of: Oklahoma
The custodial parent has custody of the child but the child is really never with her. She's always with aunts, uncles, grandparent and siblings. So when me and my husband decided to get married after some time together, the custodial parent decided to get a child support case started. But through out the child's life he has been getting what she needs. Well with that being said he only gets to see the child when she see fit. We can go months without seeing the child all because the custodial parent wants more money for child support and he pays what he is suppose too and she never uses the money for the child just herself. Is she allowed to do that even though in the divorce decree it stated that they share visitation? Is she allowed to tell the child that the NCP doesn't want to see her, even though the custodial parent wont let the child visit the NCP? Is she allowed to talk badly and tell lies about the NCP spouse to the child? And when we do get to see the child, she cries because she don't want to go back to her mom's. What can we do?
