Advice for Access to Ground

My question involves real estate located in the State of: Illinois
I have a piece of ground that is landlocked within city limits. Technically, it's not. There are two roads and two alleys that go by it. The farmer has over time tilled up the roads and the front portion is being claimed as someone's yard. I could at one time somewhat walk that part but now the person has gated and blocked the road. It has been surveyed. I have been going to city council meetings for three years. They just do a dance but refuse to help. The main problem is that they say my land is unimproved so they will not open the road. Not one of the roads has ever been closed. It borders state ground and everyone sneaks in to hunt. So, I am dealing with blocked access with no help. I have spoken with the county engineer, the courthouse and the city board. The county engineer says that they have to give me a road but since it's in city limits he cannot help me. Is there a place that I can report the city board for refusing to help?! The land is less than an acre and I had to pay to survey it. I am just asking for access.
