What Constitutes a Small Estate

My question involves estate proceedings in the state of: California, County of Los Angeles.
The idiots at Bank of America Estate Unit are really dragging out dispersing my passed father's balance on his account...only $2,500. Despite proof of executorship and successor trustee status, they're now requiring a Small Estate Affidavit or a Probate Estate Affidavit. The account had no other signatorys, his account was not under the Trust, therefore I have to provide B of A "official" proof of executorship. Which opens up a huge can of worms...at least in California.
To process an Estate Affidavit the estate has to have an itemized valuation of personal property, which is valued by a court referee. But before that, the claimant must determine exactly which property does or does not fall within state guidlines (the Calif website is not terribly clear). My father's home was put into his Trust years ago. I need to know exactly what property is to be included in the estate valuation. Per Calif, if the total estate valuation is less than $150K, it is considered a Small Estate, does not have to be probated. But it is still an involved, and IMHO, onerous process...especially on B of A's part.
