Civil Rights Issues: Police Well Check on Adults

My question involves civil rights in the State of: North Dakota.
What are the laws/regulations regarding police entering the home after a person has notified them they are worried about an "adult"? A well check.
Who has to be the one to open the door? Can the person who notified police refuse to open door? Can said "adult" ask them to leave? Do the police have a legal right to wake and speak to minor children in the house without the parents permission? Or a child advocate? When police are called or brought to a home, are they there as police officers? Or trained personnel to help the situation?
Here is a short version of the situation: a wife/mother of 2 (asleep), bi-polar, intoxicated, and has cut herself, self mutilation not a new issue. No intention of suicide. A friend is called for help. Two friends show up. One friend is calming the situation down, the other only accelerates the issue, who is asked to leave. She leaves. She was worried so she went to the local sherrifs station and asks for a well check for the adult. The adult was being calmed and being taken care of. The adult did not require medical attention.
