My question involves a traffic ticket from the state of: California

Hello, my friend got a traffic citation sent to her in the mail from some automated camera. They have a video of it. Lights went went from green to red in 3 seconds, and she hit the intersection at 3.17 seconds. What should she do? Should she fight it, and how?

In my opinion, a light that goes from green to red in 3 seconds is dangerous - that isn't enough time for anything safe to happen. Either people will slam on the brakes and get rear ended, or they get a ticket. The whole scenario reeks of some scumbags milking drivers for money.

Anyway, the light was red for 0.17 seconds as she entered the intersection to make the turn. She was going 25mph in a 35 at the time of the turn. I'm happy to share any other information you might want.
