Driver's License Reinstatement Just Because You're on the N.d.r. Doesn't Mean You're S.o.l

Historically, anyone who’s had multiple DUI convictions over their lifetime faces lengthy driver’s license revocation, suspension, cancellation, license application denial and even a lifetime ban in their home state. Their name is added to the National Driver Register (NDR) and stays there indefinitely until a driver resolves the hold and the state lifts the ban. Not only is that driver prohibited from driving in their own state but they are effectively prohibited from applying and obtaining a license from any other compact state.

However, I have helped hundreds of people faced with this dilemma obtain their Colorado driver’s licenses since 1995. A typical client is between 45 and 60 years old, has maintained years of sobriety and not had a DUI for many years. Forty-five states belong to the Driver License Compact, an organization that facilitates sharing of driving record violation records among its members. This information exchange gives state motor vehicle departments a means to screen driver’s license applicants. States honor each other’s revocation actions and will deny issuing a license.

What separates Colorado is that, although it is also a member of the compact, the Department of Revenue has mandated an administrative process that allows applicants to have a hearing to appeal a license denial and present their case. Hearing officers apply Colorado law to each individual set of circumstances and render a decision. I have never had a qualified client who follows our process be denied a license in all my years of practice.
