Speeding Tickets: Speeding Ticket After Passing an Erratic Driver

My question involves a traffic ticket from the state of: Washington

My son accelerated past an unmarked car that was driving erratically and was then pulled over for going 75 in a 40. It's a flat out lie by the cop but what can we do? Accelerating from 40 to 75 going up a 7% grade and then coming to a complete stop within 1/2 a mile is not possible unless you're driving a Porsche or a Ferrari - certainly doesn't work in a four cylinder Jeep! In any event, he learned his lesson and now we're looking for ways to beat this charge.

The cop said his computer was not on so he did NOT give my son any ticket or record of any infraction at the scene - telling him to wait for a ticket in the mail. Is this OK?
It looks like he swore under penalty of perjury that he DID give my son the ticket at the scene because he checked the box "Ticket served on violator" - or am I misunderstanding that?

Can he operate his radar while moving?
Is the radar always-on or does it require a warm up period?
Is there a data set/dump from the device for that day and time that could be requested as discovery?
What proof is there that the reading on the radar was actually 75, other than his word?
Any ideas?

f it would help I could forward the ticket that was mailed to us from the court and also the sworn statements which appear to be incomplete templates - but I can't seem to insert them here.
